Robert Frey is a Principal in the consultancy Successful Proposal Strategies, LLC, a woman-owned business located in Fairfax County, Virginia.  He held the position of Senior Vice President of Knowledge Management and Proposal Development in RS Information Systems, Inc. (RSIS) from 1999 – 2007.  Mr. Frey developed and implemented knowledge-sharing and knowledge-transfer mechanisms throughout RSIS to capture and leverage best practices, project success stories, lessons learned, client intelligence, and emerging technologies.  His knowledge management insights were included in the Department of the Navy’s “Knowledge-Centric Organization Toolkit” CD-ROM resource that was distributed worldwide.  He has authored articles on knowledge management (KM) that have been published in the Journal of Management Development [Cranfield School of Management, Cranfield University, Bedfordshire, United Kingdom] and Knowledge and Process Management:  The Journal of Corporate Transformation [University of Toronto].  In addition, Mr. Frey is the author of four editions of the well-received book, Successful Proposal Strategies for Small Businesses:  Using Knowledge Management to Win Government, Private-Sector, and International Contracts (Boston & London: Artech House, 2005).

Mr. Frey completed the “Online Facilitator Certification” course through Brenau University in  Gainesville, Georgia in March 2005.  He has taught courses on line for 2 years.  Additionally, through RSIS from 2003 – 2006, Mr. Frey co-taught multiple face-to-face “Business Development/Capture Management/Proposal Development” training seminars that reached 1,160 small business companies.  He was integral in the conceptualization, development, and refreshment of the training curriculum.  He has also taught proposal development at UCLA and The George Washington University.  Robert Frey holds three Master’s degrees, including an MBA and Master of Science in Management (MSM) with a focus in Marketing from the University of Maryland, University College.  Currently, he is a Doctor of Management (DM) candidate at the University of Maryland, University College as well.
